Com os ramos nas mãos, para o lucro dos homens e da Coroa: os autos de arrematação da Provedoria da Fazenda Real do Rio Grande (1673-1723)

Resumo

Este artigo tem o objetivo de analisar um dos aspectos da administração fazendária na Capitania do Rio Grande: os autos de arrematação dos contratos dos dízimos reais entre 1673 e 1723. O estabelecimento dos contratos foi o mecanismo adotado pela Coroa para garantir retorno na arrecadação de alguns tributos. Por meio dos contratos a Coroa atribuía a particulares a responsabilidade de arrecadar um tributo. Assim, o contratador pagava o valor do contrato arrematado à Fazenda Real e por sua conta arrecadava o tributo. A diferença entre o que o contratador havia pago no contrato e o que arrecadaria era o lucro do seu investimento. O valor dos contratos era definido nos autos de arrematação. Pretende-se, portanto, estudar as características dos autos de arrematação entre 1673 e 1723, processo organizado pela Provedoria da Fazenda Real para que fossem realizados os lances pelos interessados em arrematar os contratos dos dízimos da dita Provedoria.

 

ABSTRACT:
This paper analyses one of the financial administrative aspects of Rio Grande Captaincy: the report files from the contracts of bidding of the royal tithe within 1673 and 1723. The settlement of the contracts was the way adopted by the Crown in order to guarantee the fare collection return. The responsibility to collect the fare used to be assign to a middleman by the Crown by the means of contracts. Thus, the middleman would pay the collected amount to the Royal Financial Administration and used to collect the fare independently. The difference between the value which had been paid for the contract and the value collected was the income of the investment. The value of the contract used to be defined if the files of bidding. Therefore, the study intends to research the characteristics of the files of biddings within 1673 and 1723, the proceedings were organised by the Royal Tax Ombudsman in order to be bid by the ones interested in increasing the tithe contracts of the Tax Ombudsman.
